(SFPP) regarding: (a) The scope of the issues to be litigated in this case; and (b) Whether this case should be held in abeyance as SFPP has requested. As we discuss in greater detail below, the Shippers believe that: (1) The only issue to be litigated in this case is whether the index rate increase that SFPP filed on May 27, 2011 is just and reasonable in view of the Form No. 6 cost and revenue information that SFPP filed with the Commission on June 17, 2011. (2) Therefore, SFPP should not be permitted to file any new cost-of-service data in this case.
