Washington, DC 20426 Re: Dominion Cove Point LNG, LP Cove Point Liquefaction Project CP13-113-000 Supplemental Information Implementation Plan (Liquefaction Area) and Request for the Notice to Proceed with Start of Construction Dear Secretary Bose: By Order dated September 29, 2014, the Federal Energy Regulatory Commission (FERC or Commission) authorized Dominion Cove Point LNG, LP (DCP or Dominion) to construct and operate certain facilities that comprise the Cove Point Liquefaction Project (Project). Dominion Cove Point LNG, LP. 148 FERC 61,244 (the Order). As required under Environmental Condition No. 7 of Appendix B to the Order, DCP submitted the Implementation Plan (IP) for the Project on October 1, 2014 (Accession Number 20141001- 5349). In addition, general specifications related to the Liquefaction Area were provided in Volume Eleven of the IP, filed on November 17, 2014 (Accession Numbers 20141117-5285 and 20141117-5286) and the cause-and-effect matrix for the fire and gas detection system and ESD system was provided in Volume Fourteen of the IP, filed on December 1, 2014 (Accession Numbers 20141201-5174 and 20141201-5175). DCP is now submitting supplemental information to the IP for construction at the LNG Terminal. This submission consists of one volume (i.e., Volume Twenty Liquefaction Area) and is being filed in accordance with Condition Nos. 33, 34, 35, 37, 44, 45, 48, 49, 52, 61, 62, 63 and 65. DCP hereby requests written authorization from the Director of the Office of Energy Projects (OEP) no later than April 13, 2015 for a Notice to Proceed with construction activities for the Liquefaction Area. The work requested within Volume Twenty Liquefaction Area includes equipment and systems, piping, electrical and communications, building structures, and all related interconnections located within the Liquefaction Area as more fully described in Volume Twenty of the IP for this portion of the Project.
